Petition to William Franklin as Governor and to the Representatives of the General Assembly of New Jersey, convened 10 October 1769. Asks that a law be passed that no one be permitted to practice medicine "without being properly qualified and licenced." Signed by 17 inhabitants of Freehold in Monmouth County. There is a wrapper indicating that the petition was first read on 2 November 1769.

William Franklin was born in 1731, the illegitimate son of Benjamin Franklin; his mother's identity is unknown. Prime Minister, Lord Bute, named William Franklin to the position of Royal Governor of New Jersey when the office became available in 1762.
